Businesses running Odoo 16 or earlier should be aware of a policy change that is already affecting renewal invoices: Odoo now applies a 30% surcharge on the annual license fee for any Enterprise subscription running a version outside the three most recently released major versions.
Previously, older versions simply lost official support after a period of time. Under the current policy, unsupported versions remain usable indefinitely — but at a cost. As it stands, Odoo 17, 18, and 19 are the covered versions. Anything on 16 or earlier is subject to the surcharge.
How the Policy Works
The surcharge is tied to contract renewal, not to a fixed date. Contracts renewed before 4 July 2025 retain their existing rate until the current term ends, regardless of version. Contracts renewed after that date on an uncovered version are subject to the surcharge from that renewal onward.
Coverage is a rolling three-version window, not a fixed cutoff. When a new major version is released, the covered range shifts forward and the oldest of the three previously covered versions falls out of scope. A business on Odoo 17 today will not be surcharged immediately when Odoo 20 is released — the surcharge applies at the client’s next renewal if they are still on an uncovered version at that point.
The surcharge compounds with each renewal cycle. It is not a one-time fee. It is applied annually, in addition to the standard license cost, for as long as the subscription remains on an uncovered version.
Upgrading removes the surcharge immediately. There is no penalty period attached to migration. Once a business moves to a covered version, the surcharge no longer applies at the following renewal.
The Case for Planning Ahead
Businesses currently on a covered version, such as Odoo 17, are not affected today — but that status has a limited lifespan built into it. Each new major release narrows the window before the current version falls out of coverage. Waiting until that happens leaves a business reacting to a surcharge rather than planning around it.
There is also a cost beyond the surcharge itself. Migration complexity increases with each version a business falls behind, largely due to accumulated customizations and deprecated functionality. The relevant comparison, then, is not simply “pay 30% or not” — it is weighing an annually compounding surcharge against a migration that becomes more complex and costly the longer it is delayed.
